The Decision Matrix is a technique making use of alternatives, criteria and possible criteria weights. Criteria weights can be determined by intuition and paired comparison.
You can also execute this matrix without weighted criteria. If you are using weights, you can decide to distribute a limited number of points over the criteria or compare criteria pairwise.
Executing the Method

Have a list of alternatives and criteria complete.

Weight Criteria
Assign weights to these criteria, either on intuition or using a technique.

Score
Once alternatives, criteria and weights are listed, each alternative can be scored for each criteria.

All the scores for each criteria can be computed to get a total score for each alternative.
